The BEST Program intends to issue an RFR to procure Business Enterprise System Transformation Software and System Integrator Services for the Commonwealth. It is the Commonwealth's intent to replace one of the two core administrative systems, Human Resources and Compensation Management System - HRCMS currently providing support for financial management and reporting services and payroll services on an enterprise basis for the Commonwealth of Massachusetts for 159 agencies and estimated 100,000 personnel.
