To complement its existing low threshold, permanent housing model (i.e., the Housing First model) and increase statewide access to services and housing, the Commonwealth seeks to fund 2-3 temporary, low threshold housing sites with wrap around services for individuals experiencing homelessness and substance use disorder (SUD) and other co-occurring mental health diagnoses. The anticipated length of stay for guests is three to six months or until they can secure permanent or semi permanent housing. The primary goal of service provision is to provide temporary, low threshold housing and other wrapround support services while helping guests secure permanent, long-term housing and supports. This will further the Commonwealth goal to reduce homelessness, improve health outcomes, and advance health equity for this population. Abstinence would not be a requirement of accessing or maintaining housing, as this service is a Housing First model.
