Only vendors that hold a Bureau of Family Health and Nutrition (BFHN) Massachusetts Home Visiting Initiative (MHVI) contract in FY 2020 are eligible to apply to this procurement. While the MHVI program is currently undertaking the federally required Needs Assessment it is the expectation that the approved vendors will continue with the programming already in place. Once the Needs Assessment is complete a new open procurement will be released.
The Massachusetts Home Visiting Initiative (MHVI), the in-state name for the federal Maternal, Infant, and Early Childhood Home Visiting Initiative (MIECHV) supports implementation of Evidence-Based Home Visiting (EBHV) programs in the 17 identified communities of Boston, Brockton, Chelsea, Everett, Fall River, Fitchburg, Holyoke, Lawrence, Lowell, Lynn, New Bedford, North Adams, Pittsfield, Revere, Southbridge, Springfield, and Worcester to serve the priority populations named in statute (Social Security Act, Title V, Section 511(d)(4)) and identified in the 2010 Needs Assessment. The EBHV programs are Parents as Teachers (PAT), Early Head Start Home-Based (EHS), and Healthy Families America (HFA) (including Healthy Families Massachusetts- HFM), and they provide services to pregnant and parenting families.
This contract will begin on July 1, 2020. Contracts using cost reimbursement will be available contingent on federal funding.
