The Division of Prevention and Wellness in the Bureau of Community Health and Prevention is issuing this Request for Information (RFI) to obtain stakeholder input on elements of a Request for Response (RFR) that will fund local tobacco prevention and control programs through the Massachusetts Tobacco Cessation and Prevention Program (MTCP). Municipalities would be eligible to apply. This Request for Information will help MTCP in finalizing the RFR. It is anticipated that the RFR will be released in March on www.commbuys.com. New contracts will be active on or about January 1, 2017. This RFR replaces current Massachusetts Tobacco Cessation and Prevention (MTCP) tobacco enforcement programs funded under RFR #200218. Tobacco use is the leading cause of preventable death and disease in Massachusetts, costing the Commonwealth billions of dollars each year in smoking-attributable health care costs and lost productivity. Additionally, 6,700 Massachusetts youth become smokers each year. Comprehensive statewide programs, such as the model adopted by MTCP, are an evidence-based way to address health care costs and protect the lives of future generations. The mission of the Massachusetts Tobacco Cessation and Prevention Program (MTCP) is to reduce the health and economic burden of tobacco use by: preventing young people from starting to smoke; helping current smokers to quit; protecting children and adults from secondhand smoke; and identifying and eliminating tobacco-related disparities. The anticipated RFR will support this mission by funding municipalities to implement local policies, systems, and environmental change strategies that prevent and reduce tobacco use and reduce exposure to secondhand smoke.
