The purpose of this Request for Qualification (RFQ) is for the Massachusetts State Lottery Commission (MSLC) to enter into purchase agreements with a pool of qualified firms to provide Zero Coupon Non-Callable U.S. Government Securities commonly referred to as STRIPS (Separate Trading of Registered Interest and Principal of Securities) via a competitive offering process. These STRIPS will fund jackpot prizes paid by the MSLC as an annuity. In Fiscal Year (FY) 2014 there were twenty two (22) security purchases which were all ?Instant Ticket? prizes for one million dollars ($1 million) or more, (annual installments of fifty thousand dollars ($50,000) or more). This document outlines the MSLC?s interest in purchasing Zero Coupon Non-Callable U.S. Government Securities (STRIPS) and the offering parameters and procedures the MSLC will use to affect such purchases.
