This Request for Response (RFR) is for the purpose of selecting one sponsoring organization for the Region 4AB Health and Medical Coordinating Coalition (HMCC). Appendix 1 includes a map identifying the communities that are included in the Region 4AB HMCC. The sponsoring organization will act as both the fiscal agent for the HMCC and provide administrative support. The duties and responsibilities of the sponsoring organization are described in more detail in the "Scope of Service" that is part of this RFR. In 2003-2004, the Center for Emergency Preparedness within the Massachusetts Department of Public Health (DPH), worked with 351 municipalities and 75 acute care hospitals across the state to identify and establish Emergency Preparedness Regions. Seven public health preparedness regions were established, and within those regions communities chose to organize 16 Emergency Preparedness Coalitions of varying size. Six hospital preparedness regions were established, following the same geographic boundaries as the public health regions but combining two public health regions (4A and 4B) into a single hospital region (4AB). Preparedness activities undertaken within the public health and hospital regions must be consistent with federal guidance issued by the Centers for Disease Control and Prevention (CDC) for the Public Health Emergency Preparedness Grant (PHEP), and the Assistant Secretary for Preparedness and Response (ASPR) for the Hospital Preparedness Program Grant (HPP).
