The Massachusetts Department of Public Health (DPH) seeks a Massachusetts hospice licensed under M.G.L. chapter 111 section 57D with recent pediatric palliative care experience, or the willingness to recruit and train staff, to provide Pediatric Palliative Care Services in Essex County to children under age 19 with life-limiting diagnoses and their families. Services are to improve the quality of life of the child and family by meeting the physical, emotional and spiritual needs experienced during the course of illness, death and bereavement. The program will complement existing services and, DPH assumes, most will be provided in the home. They will be appropriate for children with a wide range of life-limiting illnesses even when cure remains a possibility. Services will be consultative and direct care. All vendors must be able to provide at a minimum the following services: outreach to referring providers; intake and assessment; case management; pain and symptom management consultation; social services and counseling; respite; spiritual care; advanced care planning, volunteer support services; bereavement services; emergency services; collaborative care planning with primary care providers; and coordination of care with other providers. Additional services needed to meet the complex, unique needs of children and their families should be considered. Services will be family-centered and culturally competent, and children should be as symptom-free as possible. The approach must be interdisciplinary, and hospices must collaborate with other providers, in particular, the primary care provider, community resources, etc. Palliative care services funded by this program may be provided simultaneously with curative treatment. Only services not covered by other programs or third party payors will be reimbursed.
