The Massachusetts Department of Public Health (MDPH), Bureau of Substance Addiction Services (BSAS), seeks to fund one jail diversion program for male and female offenders (housed separately) with substance use disorders, giving priority to those with opioid addiction disorders. These programs will reduce addiction and improve public safety by offering treatment in lieu of incarceration for addiction-related offenses. The program must serve both males and females referred by only Massachusetts courts from across the state and provide clinical assessments according to the American Society of Addictions Medicine (ASAM) patient placement criteria to all clients referred and make appropriate referrals to other levels of care if needed; (1) provide clinically-structured, gender-specific, trauma-informed residential treatment for up to 90 days (Phase I) and (2) provide ongoing case management services for up to 9-months (Phase II) for everyone completing the Residential 90-day Phase I. The total expected duration of client involvement is one year. The jail diversion program will be responsible for assessing clients, determining appropriate level of care, and ensuring placements in said levels of care.
